Federal Council adopts dispatch to Parliament on a bridging credit facility for the promotion of peace and human security

Bern, 28.01.2015 - The current framework credit for the promotion of peace and human security expires in spring 2016. The Federal Council wants to ensure the continuation of this credit facility until the new framework credit for 2017–2020 comes into effect. For this reason it has submitted a dispatch to Parliament today requesting an increase in the current framework credit in the amount of CHF 84 million and a prolongation until the end of 2016.

The mandate on the promotion of peace and human security is enshrined in article 54 paragraph 2 of the Swiss Federal Constitution, which states in particular that the Confederation shall assist in ensuring respect for human rights and promoting democracy and the peaceful co-existence of peoples. This mandate takes concrete form in the Federal Act of 19 December 2003 on Civilian Peacebuilding and Strengthening Human Rights.

The synchronisation of legislative planning and the framework credit for peace promotion and human security needs to be improved. For this reason the next framework credit for the promotion of peace and human security will no longer be requested via a Federal Council dispatch dedicated specifically to this matter, but as part of the dispatch to Parliament on International Cooperation for the period 2017 to 2020. Integrating the framework credit into the dispatch to Parliament on International Cooperation as of 2017 is also intended to enhance coherence between the areas of human security, humanitarian aid and development cooperation. As the current framework credit expires in spring 2016 it will be necessary to extend the credit facility to cover the intervening period until the new framework credit comes into effect in 2017. The strategic orientation of activities to promote peace and human security remains unchanged for the duration of the prolongation of the current framework credit.
