Ukraine: Federal Council approves aid package for the supply of urgently needed energy goods
Bern, 11.02.2026 — Ukraine is currently facing its worst energy crisis since the start of the war. Swiss companies will be delivering high-performance generators and electricity modules to Ukraine in the coming weeks to provide support in this difficult situation. Following a request from the Ukrainian government, on 11 February 2026 the Federal Council approved aid up to a cost ceiling of CHF 32 million.
Due to the intensive Russian attacks on the civilian energy infrastructure, millions of people in Ukraine are without electricity while experiencing extremely low temperatures.
At the beginning of the year, Ukraine declared an energy emergency. At the World Economic Forum (WEF) in Davos, the Ukrainian government asked Swiss President Guy Parmelin and the head of the Federal Department of Foreign Affairs (FDFA) Ignazio Cassis for urgent support in coping with the acute energy crisis.
Swiss companies supply electricity modules and high-performance generators
The aid package approved by the Federal Council will be used to procure, supply and install 18 natural gas-powered electricity modules as well as ancillary devices and consumables. This means that electricity can be generated in Ukraine immediately after installation. The modules will be supplied to and operated by the district heating companies in four larger cities particularly affected by the energy crisis.
Swiss companies are also supplying up to 80 diesel generators of varying capacity. Some of these generators will be supplied to the Ukrainian Ministry of Development, which will deploy them on a priority basis. Additional generators and mobile heaters will be made available to the State Emergency Service of Ukraine (SESU). This continues a long-standing and established partnership with SESU, which provides heating tents for the population, among other services.
The first delivery is being prepared and will be made as soon as possible.
Joint implementation by the FDFA and EAER
The delivery of the aid will be carried out under the direction of the Federal Council Delegate for Ukraine. The CHF 32 million required for the purchase of materials, transport and coordination comes from the existing budget of the State Secretariat for Economic Affairs (SECO) for cooperation with the Swiss private sector to support Ukraine as part of the Ukraine country programme. The Swiss Agency for Development and Cooperation (SDC) is responsible for interdepartmental coordination and for the organisational and logistical implementation of the energy support.
The humanitarian energy emergency aid provided by the Swiss private sector is part of Switzerland's 2025–28 country programme for the people affected by the war in Ukraine. Since February 2022, Switzerland has provided CHF 900 million for international cooperation work in Ukraine and neighbouring countries.
